Support to the EC ’s Delegated Regulation setting the framework for C-ITS deployment
The CAR 2 CAR Communication Consortium has been working since 2002 for harmonised services and system requirements to ensure a European compatible and interoperable framework. The benefit of such a framework for road safety has been proven in multiple research projects, e.g. in simTD, where it was shown that an interoperable C-ITS based warning system can reduce intersection collisions by more than 50 %. The Consortium therefore fully supports the initiative of the European Commission to improve road safety and traffic efficiency and to harmonise the functional, technical and security specifications for deployment through a Delegated Regulation. The Delegated Regulation supports very well the digitalisation of the roads, which together with the automotive industry increases the international competitiveness of the European Union.
Several members of the CAR 2 CAR Communication Consortium are actively developing and deploying products. This significant effort and investment will accelerate the large-scale deployment of C-ITS starting this year. The Consortium welcomes that the European Commission has defined a regulatory framework, because it is providing interoperable and predictable boundary conditions. Those conditions will secure investment in road safety and enable long term planning for all the relevant stakeholders, like vehicle and infrastructure manufacturers, including their supply base, and the road authorities.
The CAR 2 CAR Communication Consortium particularly appreciates that the Delegated Regulation also clearly defines the conditions to include future technologies preparing also for automated driving, provided that the fundamental principles of interoperability, compatibility and continuity of services will be respected.
About the CAR 2 CAR Communication Consortium
Enhancing road safety and traffic efficiency by means of Cooperative Intelligent Transport Systems and Services (C-ITS) is the dedicated goal of the CAR 2 CAR Communication Consortium. The industrial driven, non-commercial association was founded in 2002 by vehicle manufacturers affiliated with the idea of cooperative road traffic based on Vehicle-to-Vehicle Communications (V2V) and supported by Vehicle-to-Infrastructure Communications (V2I). The C-ITS roadmap is formed by the initial deployment phase followed by further innovation phases towards cooperative automated driving and aiming on the vision zero. The Consortium comprises of major vehicle manufacturers, automotive suppliers, engineering companies and research organisations.
Over the years, the CAR 2 CAR Communication Consortium has evolved to be one of the key players in preparing the initial deployment of C-ITS in Europe and the subsequent innovation phases. CAR 2 CAR members focus on wireless V2V communication applications based on ETSI ITS-G5 and concentrate all efforts on creating standards to ensure the interoperability of cooperative systems, spanning all vehicle classes across borders and brands. As a key contributor, the CAR 2 CAR Communication Consortium works in close cooperation with the European and international standardisation organisations such as ETSI and CEN.
